The Users' Committee of the CSSS des Etchemins has been in place for more than 15 years. As president of the committee, it is my pleasure to present our mandate, the composition of our committee, as well as the rights and responsibilities of all users receiving health and social services.

The Act Respecting Health Services and Social Services obliges institutions as the CSSS des Etchemins to constitute a users' committee, representing all clienteles receiving services, should it be from the CLSC or from a CHSLD installation. In addition, a Residents' Committee has been formed for each long-term care centres, that is for Lac-Etchemin and Saint-Prosper. The Users' Committee assures the proper support of the two Residents' Committees, whose functions are the same exception made of the assistance and the accompaniment.


Users' Committee mandate :

  • Inform users of their rights and responsibilities, available services or possible means of recourse
  • Defend the common rights and interests of users, or, at the request of a user, his rights and interests as a user before the institution or any competent authority
  • Promote improvements of the quality of services for users as well as the living conditions for residents
  • Evaluate the level of users' satisfaction regarding services obtained from the CSSS
  • Support and assist users in any request of information from the CSSS, including within the procedure for filing a complaint before the institution or the protector of users
  • Represent users, whether on the board of directors, some committees within the CSSS or external authorities

Some of the users' rights:

  • Right to receive care and services required by your condition
  • Right to be informed about your treatments or your medication
  • Right to consent in or to refuse care, in all or in part
  • Right to be accompanied, assisted and represented
  • Right to access your medical record and to its confidentiality
  • Right to receive services in English
  • Right to choose a professional and an institution of your choice
  • Right to participate in the decisions and in your care plan
The organizational structure and the availability of human, material and financial resources of the institution must be taken into consideration.

And there responsibilities:

  • Respect and courtesy towards the staff and the users
  • Respect for the rights and the possessions of others
  • Use of goods and services in a judicious way
  • Respect of the rules of the institution
  • Collaboration and participation in any measure aiming at the improvement of your health
